A Scope of Appointment (SOA) is a CMS-required document that records a Medicare beneficiary's permission to discuss specific product types — such as Medicare Advantage, Part D, or Medicare Supplement — before a personal marketing appointment.
An agent may only discuss the product types listed on the signed SOA. Under CMS rules effective for the 2024 plan year and continuing, the SOA must generally be obtained at least 48 hours before the appointment, with limited exceptions. It is valid for up to 12 months, and the record must be retained for 10 years.
