A Scope of Appointment (SOA) is a CMS-required document that records a Medicare beneficiary's permission to discuss specific product types — such as Medicare Advantage, Part D, or Medicare Supplement — before a personal marketing appointment.
An agent may only discuss the product types listed on the signed SOA. The 2027 CMS Final Rule (effective June 1, 2026) eliminated the previous 48-hour waiting period — the SOA must still be completed before the personal marketing appointment (in writing for in-person appointments), but same-day appointments are now permitted. It is valid for up to 12 months, and the record must be retained for 10 years.
